How does the rating builder work?

Each round gives you a player card with a rating. Choose one open body-part slot and lock that rating into your build. Once every slot is filled, the game calculates your Overall and starts the career sim.

Can I create the best build?

Not really. You are usually choosing between balance and upside. You can chase a scorer, a two-way wing, a playmaker, or a physical monster, but weak slots will show up in the final career.
